Normal Consulting Group was founded by Julian Garcia. His path—from a working-class upbringing in suburban Chicago, to earning advanced degrees in Los Angeles, to helping design the largest municipal cannabis program in the country, to launching multiple businesses—shapes a consulting philosophy rooted in adaptability, equitable opportunity, and real-world impact.
With a background that spans law, business, and public policy, Julian brings a multi-disciplinary approach to helping clients. Beyond cannabis advising, Julian also serves private clients on business matters through his legal practice, Julian Garcia Law.
Julian is also active in the following cannabis-focused organizations:
- Los Angeles County Bar Association’s Cannabis Section (Vice Chair of Membership);
- National Cannabis Industry Association’s State Regulations Committee (Published Author); and,
- Trojan Cannabis Network (Vice President of Compliance and Government Affairs).
